But where can you find the best balance of affordability, safety, and future growth? To help answer that question, Vivint analyzed mid-size U.S. cities to uncover under-the-radar housing markets that offer exceptional value without compromising on livability.

Our ranking used a composite scoring system based on four factors: housing market momentum (as measured by the Zillow Market Hotness Index), 2025 average home prices, and 2024 property and violent crime rates. The result: a data-driven guide to America's top "hidden housing gems" for 2026.

Top-ranked cities that stand out for livability

Some cities check all the boxes—affordable housing, lower crime rates, and growing buyer demand. Rochester and Savannah top the list for 2026.

Rochester, New York, claimed the number one spot overall in our analysis. What set it apart was a combination of strong market momentum, moderate home prices, and relatively low crime rates compared to cities of similar size. It's a compelling option for buyers who want the benefits of a competitive housing market without the steep prices typically found in larger metropolitan areas.

Savannah, Georgia, also ranked high, offering a rare mix of charm, affordability, and safety. Both cities stood out for their livability, making them excellent choices for families and individuals alike looking to put down roots in a new place this year.

The cities where value, safety, and demand align

These hidden gem cities stood out not just for their affordable prices or low crime rates, but for their growing appeal to homebuyers. From competitive markets to standout safety stats, here's how they stack up in each category.

Rochester stood out again with the hottest housing market among all cities analyzed. This suggests strong buyer demand and signals that the area may continue to grow in value. It's also an encouraging sign for long-term homeowners and investors.

For affordability, Birmingham, Alabama, and Akron, Ohio, led the way. Average home prices in both cities came in well below the national average of $512,800, at just $133,463 and $134,104, respectively. That makes them appealing options for first-time buyers seeking lower monthly payments or for families looking to stretch their budget further.

In terms of safety, Savannah delivered the best overall crime profile. It had the lowest property crime rate (0.03) and the lowest violent crime rate (2.62) of any city in the study. In contrast, Salt Lake City, Utah, and Little Rock, Arkansas, saw the highest rates in those categories.

Why these cities deserve a closer look

These under-the-radar cities offer something rare: the ability to buy a home in a market that's growing, safe, and still affordable. While larger cities often grab the spotlight, it's the smaller, steadier markets, such as Rochester, Savannah, Birmingham, and Akron, that may offer the most long-term value. As buyers continue to rethink where, and how, they want to live, these hidden gems are well-positioned to shine in 2026 and beyond.

Methodology

We analyzed 44 U.S. cities ranked 101–202 by population to identify potential "hidden housing gems" that strike a balance between affordability, safety, and market dynamics.

Each city was scored using a weighted composite of the following factors:

  • Zillow Market Hotness Index (30%): The Zillow Market Hotness Index measures housing market competitiveness and buyer demand, with higher values indicating stronger market interest. In this analysis, higher index values were scored more favorably to highlight cities showing signs of increasing demand and momentum.
  • Zillow 2025 Average Home Price (30%): Lower average home prices were scored more favorably to reflect affordability.
  • 2024 Average Property Crime Rate, FBI UCR (20%): Cities with lower average monthly property crime rates in 2024 were scored more favorably.
  • 2024 Average Violent Crime Rate, FBI UCR (20%): Cities with lower average monthly violent crime rates in 2024 were scored more favorably. Crime rates were calculated using reported monthly data.

To ensure consistent and fair comparisons, cities were included in the crime analysis only if they reported at least nine months of valid data for a given offense in 2024. Cities with insufficient or inconsistent crime reporting were excluded from the rankings.
